BSFL POLICY MANUAL
100 – LEAGUE GOVERNANCE AND ADMINISTRATION
100.1 Purpose and Scope: The purpose of this policy is to clearly state the intention of the BSFL to maintain an organized, safe, and professionally operated football season for each participating team. These rules are established to guide teams, owners, players, coaches, and staff in maintaining league standards, safety, fairness, and operational consistency.
This policy applies to all team owners, players, coaches, staff members, league officials, and any other individuals associated with a BSFL team or event.
100.2 League Authority: All rules contained within this policy manual shall be interpreted and enforced by the League Commissioner.
The Commissioner shall have the final authority in resolving any disputes, discrepancies, or rule interpretations. The Commissioner may consult the League Competition Committee or other individuals to assist in decision-making but is not required to do so.
All rules are subject to interpretation and enforcement by the Commissioner as deemed appropriate to maintain the integrity and safety of the league.
101 – LEAGUE COMPETITION COMMITTEE
101.1 Composition: The League Competition Committee shall consist of all current team owners participating in the BSFL.
101.2 Responsibilities: The Competition Committee shall be responsible for reviewing, discussing, and voting on league rules pertaining to in-game play and competition structure.
101.3 Rule Adoption Period: League rules pertaining to game play shall be reviewed and voted on during the months of December or January prior to the start of the upcoming season.
200 – LEAGUE FEES AND FINANCIAL OBLIGATIONS
200.1 League Fees: The current season fee for participation in the BSFL is $300 per team.
200.2 Scheduling Deposit: A $50 scheduling deposit shall be required prior to the start of the season at a time designated by the League Commissioner.
The $50 scheduling deposit shall be applied toward the total $300 league fee owed by the team.
200.3 Payment Deadline: The remaining balance of league fees shall be due by April 25th unless a payment plan has been established and approved by the League Commissioner.
200.4 Failure to Meet Financial Obligations: Failure to meet financial obligations may result in disciplinary action imposed by the League. Such discipline may include but is not limited to:
200.6 Refund Policy: All league fees and deposits are non-refundable.
300 – CODE OF CONDUCT
300.1 Owner Conduct
300.1.1 Professional Standards: Team owners within the BSFL shall be held to a higher professional standard. Owners are expected to conduct themselves in a manner that reflects positively on the league and maintains the reputation of the league, its players, coaches, and staff.
300.1.2 Definition of Unbecoming Conduct: Unbecoming conduct" shall be defined as any actions or behavior that are undesirable, unattractive, or that detract from the reputation of the league, the league’s players, team owners, or coaches.
300.1.3 Examples of Prohibited Conduct

400 – RULES OF THE GAME
400.1 Governing Rules: The BSFL shall operate under NCAA Football Rules.
400.2 League Modifications: Their are no modifications for the 2026 Season
400.3 Game Balls: All games shall utilize NCAA regulation leather game balls.
Composite leather footballs shall not be allowed during official league play.
500 – TEAM DIVISIONS
500.1 Regional Alignment: The BSFL shall be divided into geographic regions.
500.2 Purpose of Regional Structure: The regions shall be structured in a manner that creates the most economically efficient and geographically practical arrangements for participating teams.
500.3 Scheduling Considerations: The schedule within and among the regions shall be assembled based on distance between teams and with the goal of minimizing travel burdens whenever possible.
600 – OWNER CONTRACT AND RESPONSIBILITIES
600.1 Owner Participation Agreement: A team owner must pay the scheduling deposit and enter into a verbal agreement with the league before any new or existing team may participate in the BSFL.
600.2 Contract Duration: All owner agreements shall be valid for one (1) year.
The league year shall end the day following completion of the league championship game.
600.3 Field Requirements: Each team owner must secure a home field and maintain documentation from the appropriate authority granting permission to use the field for football games.
Acceptable authorities include:
600.4 Financial Responsibilities: All league fees and fines must be paid on time as specified by the Commissioner.
Failure to meet this obligation will result in a forfeit loss.
600.5 Team Conduct Responsibility: The owner shall be held responsible for the conduct of the team while participating in the BSFL.
This includes all:
600.7 Meeting Attendance: A representative from each team must attend all league meetings unless formally excused by the league.
600.8 Complaint Statute of Limitations: If there is an issue regarding any game, there shall be a one-week statute of limitations for submitting complaints.
The complaint window begins at the start time of the game in question.
No protest or complaint will be accepted after this one-week period.
600.9 Score and Ranking Verification: The owner and head coach must check the league website weekly to verify that:
After that period, rankings and scores will be considered final and will not be changed.
If a protest or complaint is submitted and deemed valid by the Commissioner, the case shall remain open until the Commissioner issues a final decision.
600.10 Team Media Presence: Each team shall maintain a website and/or Facebook page.
600.11 Professional Conduct: Owners are expected to act professionally at all times.
Unprofessional conduct may result in suspension or disciplinary action.
600.12 Player Complaint Process: Player complaints or issues shall follow the proper chain of command:
600.14 Policy Enforcement: If any league policies are violated after entering into the verbal contract, the owner and any individuals associated with the organization may be subject to:
Each owner accepts responsibility for their team and all issues regarding the team or its players.
700 – HOME TEAM RESPONSIBILITIES
700.1 Purpose: This policy establishes the responsibilities of the home team in preparing for and hosting a BSFL game.
700.2 Pre-Game Communication: Requirements: Prior to the scheduled game, the home team shall provide the visiting team with all necessary information regarding the upcoming game.
This information shall include, but is not limited to:
700.2.1 Uniform Designation: The home team shall wear the darker jersey unless the home team explicitly communicates their intention to wear white.
700.3 Game Day Requirements
700.3.1 Team Reception: A coach or team owner from the home team must meet the visiting team upon arrival one (1) hour before kickoff.
700.3.2 Ice and Water: The home team shall provide:
700.3.4 Roster Check: The roster check shall be performed by the head coaches one hour before kickoff.
All players must present valid photo identification.
If both teams mutually agree to waive the roster check, no roster protest may be filed for that game.
700.3.5 Game Personnel: The home team shall provide the following game personnel:
700.3.6 Medical Personnel: It is highly recommended that the home team have an EMT, certified trainer, or nurse available during games.
800 – VISITING TEAM RESPONSIBILITIES
800.1 Uniform Requirements: The visiting team shall wear the lighter jersey, unless the home team chooses to wear white.
800.2 Game Day Arrival: The visiting team must arrive one hour prior to kickoff.
800.2.1 Roster Check: The roster check shall be performed by the head coaches one hour before kickoff.
Players must present valid picture identification.
800.3 Post-Game Responsibilities: The visiting team must clean all areas utilized by the team after the game.
900 – UNIFORMS
900.1 Player Equipment Requirements: A player must wear the following equipment to be eligible for participation:
Uniform sets must be identical and contain numerals on the front and back of each jersey measuring at least 8 inches.
900.2.1 Jersey Color Designation
Examples include:
Failure to comply may result in disciplinary consequences including fines or suspension from the game.
All players must match uniform standards on game day or they will not be permitted to play.
900.4 Sideline Personnel Attire: Coaches, staff members, and individuals on the sidelines must wear either:
900.5 Injured or Inactive Players: Injured or inactive players standing on the sidelines must wear a team jersey over street clothes and present themselves in a manner appropriate to represent the team.
900.6 Uniform Issue Notification: Uniform issues must be brought to the Commissioner’s attention no less than two (2) days prior to the game in question.
900.7 Protective Padding Disclaimer: It is strongly recommended that players wear thigh and knee pads.
Players choosing not to wear these pads do so at their own risk, and the league will not be held responsible for injuries resulting from the absence of such protective equipment.
1000 – INSURANCE
1000.1 Liability Insurance: Liability insurance for stadiums is highly recommended.
1000.2 Player Insurance: Players are strongly encouraged to obtain supplemental insurance coverage for themselves.
1000.3 League Liability: The BSFL shall not be liable or responsible for injuries sustained by players during:
1100 – FIELD REQUIREMENTS
1100.1 Field Dimensions: Fields must be NCAA regulation size, measuring:
1100.2 Goal Posts: Goal posts must meet NCAA standards or utilize the traditional “H” design constructed from proper steel materials.
Goal posts constructed from PVC piping are not acceptable.
Goal posts should be equipped with goal post pads whenever possible.
1100.3 Field Preparation: The field must be:
Orange cones are not acceptable and are considered a safety hazard.
1100.4 Facility Standards: The field must be located at a sports complex or equivalent facility.
Fields without lighting must receive approval from the league.
All playoff venues must have:
1100.5 Facilities and Parking:
Facilities must include:
1100.6 Spectator Buffer Zone: A minimum five-yard buffer zone must exist between the playing field and spectators.
This buffer extends outward from the out-of-bounds line unless a natural barrier already exists.
1200 – GAME DAY OPERATIONS
1200.1 Team Arrival:
The visiting team must arrive no later than one hour prior to kickoff.
1200.2 Roster Verification:
Roster checks shall be performed no later than 30 minutes prior to kickoff unless both teams agree to waive the roster check.
1200.3 Sideline Designation:
The visiting team sideline must be defined before the visiting team arrives.
The visiting team must be allowed access to the field one hour prior to kickoff.
1200.4 Game Personnel:
The home team must provide:
1200.5 Late Arrival Policy:
A team arriving 45 minutes or more after kickoff time or failing to begin the game within that time frame may be fined an amount determined by the Commissioner.
The Commissioner may extend the time window but not beyond 1 hour and 10 minutes after the scheduled kickoff.
If the game exceeds this limit, the game will be declared a forfeit.
Exceptions may include circumstances beyond team control such as:
1200.6 Late Player Eligibility:
Individual players arriving late may participate until the start of the third quarter before being declared ineligible.
Players remain subject to roster verification.
1200.7 Game Timing:
Games shall consist of:
1200.8 Sideline Access:
Sidelines are restricted to authorized team personnel wearing proper attire or visible identification passes.
Special guests and VIPs may be present with identification but must remain outside the team area.
All press members must wear identification and remain in designated areas.
1200.9 Game Start Time:
Local games (within 2 hours 30 minutes travel distance) shall not begin before 5:30 PM.
Non-local games (over 2 hours 30 minutes travel distance) shall not begin before 6:30 PM.
Earlier start times require approval from both teams and the Commissioner.
No games shall begin later than 7:30 PM without league approval.
1200.10 Manufactured Noise
Manufactured noise such as music, artificial crowd noise, or band instruments shall only be permitted:
1200.11 Communication Equipment:
Headsets are permitted for players and coaches during game play.
1300 – PLAYER ELIGIBILITY
1300.1 Purpose: This policy establishes the eligibility requirements for all players participating in the BSFL.
1300.2 Age Requirements:
Players must be 18 years of age or older by the date of the first official team practice.
Players who are 17 years of age may participate only if a signed waiver is completed.
1300.3 Education Requirement:
Players must be out of high school to participate.
1300.4 Required Documentation: Players must have COMPLETED:
1300.5 League Standing:
Players must be in good standing with both the league and all teams within the league.
Examples of good standing include but are not limited to:
One player may only sign register with one team.
Players shall not participate in two leagues at the same time.
1300.7 Identification Requirement:
Players must have a legal identification card present at all games for roster verification.
The name on the ID must match the name listed on the roster.
Nicknames are not permitted on identification.
No ID means no playing. No exceptions.
1300.8 Uniform Compliance:
Players must be in full uniform with matching:
1300.9 Late Player Policy- Players arriving late may participate up until the start of the third quarter.
Late players remain subject to roster verification.
Players arriving after kickoff shall not participate in the first half unless approved by:
If a player’s team cannot complete the season because the team folds or leaves the league, the player may not join another team unless it occurs before roster cutoff dates.
This policy exists to maintain roster integrity.
1300.11 Language and Conduct-Obscene language during games by players, coaches, staff, or sideline guests will not be accepted.
1400 – TEAM ROSTERS
1400.1 Roster Limits:
Teams may maintain a roster of up to 63 players, consisting of:
Each team must submit its roster to the league via email by the deadline published by the Commissioner.
The official roster submission deadline shall be April 10th at 11:59 PM.
1400.3 Drop and Replace Period:
The roster drop and replace period shall reopen April 25th at midnight and close permanently April 30th at 11:59 PM.
No exceptions will be permitted.
1400.4 Failure to Submit Roster:
Failure to submit a roster by the deadline will result in fines for each week the roster is not submitted.
Teams failing to submit a roster will forfeit games until the roster is submitted or the team is released from the league.
1400.5 Roster Publication:
Each team’s roster will be published on the league website.
1400.6 Name Verification:
Names listed on the roster must match the names listed on player identification.
Nicknames are not permitted.
1400.7 Use of Unrostered Players: Teams using players not listed on the official roster may be subject to severe penalties including removal from the league.
1400.8 Roster Check Documentation: Roster verification documents must be emailed to [email protected] no later than Monday at 1:00 PM following the game.
Failure to submit roster verification may result in players being ineligible for playoff or championship games.
1500 – GAME CONDUCT AND DISCIPLINE
1500.1 Commissioner Authority:
All fines and disciplinary actions listed within this policy are guidelines and may be adjusted at the discretion of the Commissioner.
Players shall not return to play until all fines have been paid.
1500.2 Game Safety Authority:
The head referee may terminate a game at any time if continuation of play is considered dangerous.
1500.3 Basic Discipline Structure:
First Offense
One game suspension.
Second Offense
Two game suspension.
Third Offense
Suspension for the remainder of the season.
1600 – FIGHTING
1600.1 League Policy: The BSFL does not tolerate fighting.
All allegations of fighting will be thoroughly investigated.
All available photography and video evidence will be reviewed.
1600.2 Determination of Aggressor: The aggressor will be subject to the most severe penalties.
Players who retaliate may also face disciplinary action.
1600.3 Team Fight Determination: The Commissioner will determine when a fight qualifies as a team fight.
The instigating team will receive a forfeit, and the league board will determine the future of the team within the league.
1600.4 Attempted Fighting: Attempts to fight before or after games may also result in discipline.
1600.5 Fighting Discipline:

1700 – EJECTIONS
1700.1 Review of Ejections:
All ejections will be reviewed by the league commissioner
The commissioner will determine whether further disciplinary action is required.
1700.2 Language Violations:
Players using inappropriate language or racial slurs will be ejected and may face additional suspension.
1700.3 Removal Requirement:
Players ejected from a game must leave the premises immediately.
1800 – THREATS
1800.1 Reporting Procedure: Referees must be notified immediately if threats are made.
Referees shall notify the head coaches of both teams.
1800.2 Escalation: If threats continue:
1900 – TAUNTING
Taunting of opposing players, staff, or teams will not be tolerated.
Both the instigator and responder may be ejected.
Referees may enforce penalties during games, and the league may review incidents afterward.
2000 – LANGUAGE AND CROWD INTERACTION
2000.1 Offensive Language: Players using excessive foul language or racial slurs will be ejected and may face suspension or fines.
2000.2 Fan Interaction: Players may not interact with fans or enter spectator areas during contests.
Violations may result in fines and suspension.
2100 – INJURIES
2100.1 Injury Protocol: The BSFL and its participating teams are not responsible for any injuries sustained during competitions or sanctioned events. When a player is injured:
Celebratory or disruptive behavior during injury situations may result in league disciplinary action.
2200 – FORFEITS:
2200.1 Forfeit Definition: Forfeit wins shall count as official wins.
Forfeit losses shall count as official losses.
2200.2 Ranking Adjustment: Teams receiving a forfeit loss will have 2% deducted from their win percentage.
2200.3 Forfeit Score: The official score for forfeits shall be 6–0.
2200.4 Forfeit Causes: Situations resulting in forfeits include but are not limited to:
2200.6 Financial Responsibility: Teams responsible for forfeits due to negligence may be held responsible for financial losses.
2200.7 Multiple Forfeits: More than two forfeits may result in fines or removal from the league.
2300 – TIE BREAKERS
Tie breakers will be determined in the following order:
All game balls must be NCAA official footballs.

If a team does not bring an approved ball, one may be purchased from the opposing team.
All balls must be inspected by officials:
2500 – VENUE, DATE, AND TIME CHANGES
2500.1 Schedule Conflicts:
Schedule conflicts should be resolved prior to the season.

Home and away games may not be swapped without league approval.
If teams cannot reach an agreement, the Commissioner will make the final decision.

2600 – PROTESTED GAMES

All teams must use TASO officials.
Each game must have at least four officials for regular season game and five officials for a playoff game.
Officials must arrive one hour before kickoff for a pre-game meeting.
A dressing area must be provided (restroom is a suitable dressing area).
A team representative must ensure officials are not disturbed.
Players shall not argue or threaten officials at any time.
2800 – CHAMPIONSHIP
The championship game will be hosted by the league.
The championship winner will receive:

- Coaches or players calling into question the integrity of the league
- Public actions or statements that damage the public reputation of the league
- Social media attacks against the league
- Using drugs or consuming alcohol at a league-sanctioned event, whether before, during, or after the event

700.3.4 Roster Check: The roster check shall be performed by the head coaches one hour before kickoff.
All players must present valid photo identification.
If both teams mutually agree to waive the roster check, no roster protest may be filed for that game.
700.3.5 Game Personnel: The home team shall provide the following game personnel:
- Time clock keeper
- Game officials
- Chain crew
- Security or law enforcement officers
700.3.6 Medical Personnel: It is highly recommended that the home team have an EMT, certified trainer, or nurse available during games.
800 – VISITING TEAM RESPONSIBILITIES
800.1 Uniform Requirements: The visiting team shall wear the lighter jersey, unless the home team chooses to wear white.
800.2 Game Day Arrival: The visiting team must arrive one hour prior to kickoff.
800.2.1 Roster Check: The roster check shall be performed by the head coaches one hour before kickoff.
Players must present valid picture identification.
800.3 Post-Game Responsibilities: The visiting team must clean all areas utilized by the team after the game.
900 – UNIFORMS
900.1 Player Equipment Requirements: A player must wear the following equipment to be eligible for participation:
- Helmet
- Jersey representing home or away team
- Shoulder pads
- Pants including protective pads
- Socks
- Appropriate footwear
- Helmet
- One light jersey and one dark jersey
- Pants
- Socks
Uniform sets must be identical and contain numerals on the front and back of each jersey measuring at least 8 inches.
900.2.1 Jersey Color Designation
- Dark jerseys designate the home team
- Light jerseys designate the visiting team
Examples include:
- Compression garments
- Undershirts
Failure to comply may result in disciplinary consequences including fines or suspension from the game.
All players must match uniform standards on game day or they will not be permitted to play.
900.4 Sideline Personnel Attire: Coaches, staff members, and individuals on the sidelines must wear either:
- A team polo shirt, or
- A team t-shirt
900.5 Injured or Inactive Players: Injured or inactive players standing on the sidelines must wear a team jersey over street clothes and present themselves in a manner appropriate to represent the team.
900.6 Uniform Issue Notification: Uniform issues must be brought to the Commissioner’s attention no less than two (2) days prior to the game in question.
900.7 Protective Padding Disclaimer: It is strongly recommended that players wear thigh and knee pads.
Players choosing not to wear these pads do so at their own risk, and the league will not be held responsible for injuries resulting from the absence of such protective equipment.
1000 – INSURANCE
1000.1 Liability Insurance: Liability insurance for stadiums is highly recommended.
1000.2 Player Insurance: Players are strongly encouraged to obtain supplemental insurance coverage for themselves.
1000.3 League Liability: The BSFL shall not be liable or responsible for injuries sustained by players during:
- BSFL competition
- BSFL sanctioned events
1100 – FIELD REQUIREMENTS
1100.1 Field Dimensions: Fields must be NCAA regulation size, measuring:
- 120 yards in length
- 53.3 yards in width
1100.2 Goal Posts: Goal posts must meet NCAA standards or utilize the traditional “H” design constructed from proper steel materials.
Goal posts constructed from PVC piping are not acceptable.
Goal posts should be equipped with goal post pads whenever possible.
1100.3 Field Preparation: The field must be:
- Properly lined at least two hours before kickoff
- Cleared of debris
Orange cones are not acceptable and are considered a safety hazard.
1100.4 Facility Standards: The field must be located at a sports complex or equivalent facility.
Fields without lighting must receive approval from the league.
All playoff venues must have:
- Field lighting
- An operating scoreboard
1100.5 Facilities and Parking:
Facilities must include:
- Adequate restrooms for teams and spectators
- Adequate parking
1100.6 Spectator Buffer Zone: A minimum five-yard buffer zone must exist between the playing field and spectators.
This buffer extends outward from the out-of-bounds line unless a natural barrier already exists.
1200 – GAME DAY OPERATIONS
1200.1 Team Arrival:
The visiting team must arrive no later than one hour prior to kickoff.
1200.2 Roster Verification:
Roster checks shall be performed no later than 30 minutes prior to kickoff unless both teams agree to waive the roster check.
1200.3 Sideline Designation:
The visiting team sideline must be defined before the visiting team arrives.
The visiting team must be allowed access to the field one hour prior to kickoff.
1200.4 Game Personnel:
The home team must provide:
- Time clock operator
- Game officials
- Chain crew
- Security personnel
1200.5 Late Arrival Policy:
A team arriving 45 minutes or more after kickoff time or failing to begin the game within that time frame may be fined an amount determined by the Commissioner.
The Commissioner may extend the time window but not beyond 1 hour and 10 minutes after the scheduled kickoff.
If the game exceeds this limit, the game will be declared a forfeit.
Exceptions may include circumstances beyond team control such as:
- Vehicle breakdown
- Weather conditions
- Road hazards
1200.6 Late Player Eligibility:
Individual players arriving late may participate until the start of the third quarter before being declared ineligible.
Players remain subject to roster verification.
1200.7 Game Timing:
Games shall consist of:
- Four 15-minute quarters
- Ten-minute halftime
1200.8 Sideline Access:
Sidelines are restricted to authorized team personnel wearing proper attire or visible identification passes.
Special guests and VIPs may be present with identification but must remain outside the team area.
All press members must wear identification and remain in designated areas.
1200.9 Game Start Time:
Local games (within 2 hours 30 minutes travel distance) shall not begin before 5:30 PM.
Non-local games (over 2 hours 30 minutes travel distance) shall not begin before 6:30 PM.
Earlier start times require approval from both teams and the Commissioner.
No games shall begin later than 7:30 PM without league approval.
1200.10 Manufactured Noise
Manufactured noise such as music, artificial crowd noise, or band instruments shall only be permitted:
- During timeouts
- Pre-game
- Halftime
1200.11 Communication Equipment:
Headsets are permitted for players and coaches during game play.
1300 – PLAYER ELIGIBILITY
1300.1 Purpose: This policy establishes the eligibility requirements for all players participating in the BSFL.
1300.2 Age Requirements:
Players must be 18 years of age or older by the date of the first official team practice.
Players who are 17 years of age may participate only if a signed waiver is completed.
1300.3 Education Requirement:
Players must be out of high school to participate.
1300.4 Required Documentation: Players must have COMPLETED:
- A player LEAGUE REGISTRATION w/ their team.
1300.5 League Standing:
Players must be in good standing with both the league and all teams within the league.
Examples of good standing include but are not limited to:
- All uniforms returned to previous teams
- All suspensions fulfilled
- No money owed to previous teams
- Official release from previous team with documentation on file with the league. This release is required to join a new team.
One player may only sign register with one team.
Players shall not participate in two leagues at the same time.
1300.7 Identification Requirement:
Players must have a legal identification card present at all games for roster verification.
The name on the ID must match the name listed on the roster.
Nicknames are not permitted on identification.
No ID means no playing. No exceptions.
1300.8 Uniform Compliance:
Players must be in full uniform with matching:
- Helmet
- Pants
- Jersey
- Socks
1300.9 Late Player Policy- Players arriving late may participate up until the start of the third quarter.
Late players remain subject to roster verification.
Players arriving after kickoff shall not participate in the first half unless approved by:
- The Commissioner, or
- The opposing team.
If a player’s team cannot complete the season because the team folds or leaves the league, the player may not join another team unless it occurs before roster cutoff dates.
This policy exists to maintain roster integrity.
1300.11 Language and Conduct-Obscene language during games by players, coaches, staff, or sideline guests will not be accepted.
1400 – TEAM ROSTERS
1400.1 Roster Limits:
Teams may maintain a roster of up to 63 players, consisting of:
- 53 active players
- 10 inactive players
Each team must submit its roster to the league via email by the deadline published by the Commissioner.
The official roster submission deadline shall be April 10th at 11:59 PM.
1400.3 Drop and Replace Period:
The roster drop and replace period shall reopen April 25th at midnight and close permanently April 30th at 11:59 PM.
No exceptions will be permitted.
1400.4 Failure to Submit Roster:
Failure to submit a roster by the deadline will result in fines for each week the roster is not submitted.
Teams failing to submit a roster will forfeit games until the roster is submitted or the team is released from the league.
1400.5 Roster Publication:
Each team’s roster will be published on the league website.
1400.6 Name Verification:
Names listed on the roster must match the names listed on player identification.
Nicknames are not permitted.
1400.7 Use of Unrostered Players: Teams using players not listed on the official roster may be subject to severe penalties including removal from the league.
1400.8 Roster Check Documentation: Roster verification documents must be emailed to [email protected] no later than Monday at 1:00 PM following the game.
Failure to submit roster verification may result in players being ineligible for playoff or championship games.
1500 – GAME CONDUCT AND DISCIPLINE
1500.1 Commissioner Authority:
All fines and disciplinary actions listed within this policy are guidelines and may be adjusted at the discretion of the Commissioner.
Players shall not return to play until all fines have been paid.
1500.2 Game Safety Authority:
The head referee may terminate a game at any time if continuation of play is considered dangerous.
1500.3 Basic Discipline Structure:
First Offense
One game suspension.
Second Offense
Two game suspension.
Third Offense
Suspension for the remainder of the season.
1600 – FIGHTING
1600.1 League Policy: The BSFL does not tolerate fighting.
All allegations of fighting will be thoroughly investigated.
All available photography and video evidence will be reviewed.
1600.2 Determination of Aggressor: The aggressor will be subject to the most severe penalties.
Players who retaliate may also face disciplinary action.
1600.3 Team Fight Determination: The Commissioner will determine when a fight qualifies as a team fight.
The instigating team will receive a forfeit, and the league board will determine the future of the team within the league.
1600.4 Attempted Fighting: Attempts to fight before or after games may also result in discipline.
1600.5 Fighting Discipline:
First Offense
Possible full season suspension
1700 – EJECTIONS
1700.1 Review of Ejections:
All ejections will be reviewed by the league commissioner
The commissioner will determine whether further disciplinary action is required.
1700.2 Language Violations:
Players using inappropriate language or racial slurs will be ejected and may face additional suspension.
1700.3 Removal Requirement:
Players ejected from a game must leave the premises immediately.
1800 – THREATS
1800.1 Reporting Procedure: Referees must be notified immediately if threats are made.
Referees shall notify the head coaches of both teams.
1800.2 Escalation: If threats continue:
- The player will be ejected
- Law enforcement may be contacted
1900 – TAUNTING
Taunting of opposing players, staff, or teams will not be tolerated.
Both the instigator and responder may be ejected.
Referees may enforce penalties during games, and the league may review incidents afterward.
2000 – LANGUAGE AND CROWD INTERACTION
2000.1 Offensive Language: Players using excessive foul language or racial slurs will be ejected and may face suspension or fines.
2000.2 Fan Interaction: Players may not interact with fans or enter spectator areas during contests.
Violations may result in fines and suspension.
2100 – INJURIES
2100.1 Injury Protocol: The BSFL and its participating teams are not responsible for any injuries sustained during competitions or sanctioned events. When a player is injured:
- All healthy players must return quietly to their huddle.
- Players should remain silent while medical attention is provided.
Celebratory or disruptive behavior during injury situations may result in league disciplinary action.
2200 – FORFEITS:
2200.1 Forfeit Definition: Forfeit wins shall count as official wins.
Forfeit losses shall count as official losses.
2200.2 Ranking Adjustment: Teams receiving a forfeit loss will have 2% deducted from their win percentage.
2200.3 Forfeit Score: The official score for forfeits shall be 6–0.
2200.4 Forfeit Causes: Situations resulting in forfeits include but are not limited to:
- Host team lacking a field by Thursday of game week
- Unsafe field conditions
- Field not properly prepared
- Missing equipment such as chains or markers
- Use of ineligible players
- Failure to meet financial obligations
- Natural disasters
- Vehicle malfunction
- School district field cancellations
2200.6 Financial Responsibility: Teams responsible for forfeits due to negligence may be held responsible for financial losses.
2200.7 Multiple Forfeits: More than two forfeits may result in fines or removal from the league.
2300 – TIE BREAKERS
Tie breakers will be determined in the following order:
- Head-to-Head Record
- Overall Win Percentage
- Average Points Allowed
- Average Points Scored
- Coin Toss
All game balls must be NCAA official footballs.
Footballs must be:
- Full leather
- Official weight
- Official size
If a team does not bring an approved ball, one may be purchased from the opposing team.
All balls must be inspected by officials:
- Before the game
- At halftime
- Periodically during the game
2500 – VENUE, DATE, AND TIME CHANGES
2500.1 Schedule Conflicts:
Schedule conflicts should be resolved prior to the season.
2500.2 Change Requests:
Requests must be submitted:
- Date Change requests must be submitted two weeks prior.
- One week prior for venue or time changes
2500.3 Home/Away Changes:
Home and away games may not be swapped without league approval.
If teams cannot reach an agreement, the Commissioner will make the final decision.
Failure to comply may result in a forfeit.
2600 – PROTESTED GAMES
Games may be protested for:
- Administrative violations such as illegal players
- Official errors that change the outcome of the game
Teams must notify:
- The head official before the game (if possible)
- The Commissioner within 24 hours in writing
2700 – OFFICIALS
All teams must use TASO officials.
Each game must have at least four officials for regular season game and five officials for a playoff game.
Officials must arrive one hour before kickoff for a pre-game meeting.
A dressing area must be provided (restroom is a suitable dressing area).
A team representative must ensure officials are not disturbed.
Players shall not argue or threaten officials at any time.
2800 – CHAMPIONSHIP
The championship game will be hosted by the league.
The championship winner will receive:
- A team trophy
The League Commissioner retains authority to increase or decrease punishment at their discretion when circumstances warrant.
